ABSTRACT
Seven years experience in building a packet radio Wide Area Network (WAN) in Indonesia will be described. Some basic ideas are coming from CIDA funded CoSy project in Indonesia 1987-1988. Ways to strengthen the strategic elements, namely, people, knowledge and hardware/software resources, are explained. An alternative low cost packet radio technology is presented. This approach enables the Indonesian universities and government research institutions to engineer and to build a self-financing and sustainable packet radio WAN needed to transfer of information, knowledge and science required to sustain the technological and social development in Indonesia.
